Our Services

Rhinehart Consulting Services (RCS) is a Tennessee-based planning and community development consulting firm that partners with local governments to guide responsible growth and strengthen land-use decision-making.

RCS specializes in comprehensive plan updates, zoning and subdivision regulation rewrites, development review support, transportation and mobility planning, and training for planning commissions, boards of zoning appeals, and local staff. The firm primarily serves small towns, rural counties, and growing communities across Tennessee, tailoring each project to local conditions, statutory requirements, and administrative capacity. RCS focuses on producing clear, defensible, and implementable planning tools—rather than one-size-fits-all solutions.

Comprehensive plans are designed to guide everyday decisions and long-term investment, not sit on a shelf.

Zoning and subdivision updates emphasize clarity, consistency, and usability, helping communities streamline development review, reduce ambiguity, and support predictable outcomes.

Sessions are practical, locally tailored, and grounded in real-world examples to support confident, consistent board actions.

About our owner

Led by Amanda Harrington, AICP, RCS brings extensive public-sector experience and a practical understanding of how planning policies, ordinances, and plans function in real-world governance.

Amanda brings more than 15 years of experience in municipal and regional government, including service as a City Manager, Planning and Community Development Director, regional planning director, and Principal Planner with the State of Tennessee’s Local Planning Assistance Office. This experience informs RCS’s collaborative working style and deep understanding of the legal, administrative, and political realities facing local governments. Through every engagement, Rhinehart Consulting Services is committed to helping communities plan responsibly, manage growth effectively, and make land-use decisions that stand the test of time.
